Laurel Healy comes back to Washington, D.C. to assist her brother, Senator Luke Healy, at Capitol Hill, only to find herself in the middle of two major crises: the government has ground to a halt over budget disputes, and a bizarre infestation of bugs is devouring the brains of an increasing number of Congress members and their staff.
