In a bid to rescue its faltering economy, the nation of Santales sold a trove of Incan gold artifacts, only for them to be stolen by Jack Cole. Colonel Cardoza, a traitor with his own agenda, aims to extract the artifacts' location from Cole while planning to abandon Santales in financial despair. The IMF must recover the treasure and expose Cardoza’s treachery. Phelps infiltrates Cardoza's circle as a fence, working to manipulate Cole into revealing the treasure's whereabouts. After being imprisoned with Cole, they escape due to Cardoza’s machinations. Jim stages a faux killing of Rollin, disguised as an Indian, to inform General Diaz that Cardoza is after the treasure. Cole leads Phelps and Cardoza to the gold, only to be murdered by Cardoza. As Diaz's forces close in, Jim escapes by helicopter, leaving Cardoza to justify his actions and possession of the treasure.
