Jim discovers that a newly built hospital is filled with civil servants but lacks any medical personnel. Concerned about the situation, he suggests that the government reduce the number of civil servants by half. He believes that reallocating those funds could provide the necessary resources to hire qualified medical staff and open much-needed patient wards.
