Arthur and Buster become convinced that their new teacher, Mr. Ratburn, is a sinister figure who collects the heads of children. Their wild imaginations run away with them, leading to all sorts of hilarious speculations. However, as they learn more about him, they eventually uncover the reality behind their teacher's true character.
