When a van detonates at a street festival in Chicago, Muslim patrol officer Frank Toma vanishes, and soon enough, incriminating evidence surfaces suggesting his involvement. Burgess, who played a role in Toma's training, is determined to clear his name, even if it means standing up to her higher-ups.
