Following the assassination of County Board Supervisor Ed McKay, Chase is urged to pursue the vacant position. As he campaigns, he challenges Angela's dominant control over the valley's water rights, prompting her to use every tactic to ensure his defeat. Despite her efforts, Chase emerges victorious in the election. Meanwhile, Angela's ruthless nature is revealed when Emma is caught shoplifting at a jewelry store; Angela intimidates the store owner, threatening to ruin him if he dares to press charges against Emma.
