Green and Cassady find themselves entangled with the Russian consulate following the ricin poisoning of Peter Rostov. Their inquiries take them to his workplace, where they uncover his frequent trips to Russia. They soon connect the Rostov brothers to a criminal prostitution ring that exploits young Russian women. Meanwhile, McCoy faces the challenge of persuading the surviving brother, Karl, to testify, which is crucial for building a case against Brezin, the father of one of the trafficked girls.
