Following Elizabeth's inaugural address to the United Nations General Assembly, where she denounces the terrorist organization Hizb-al Shahid, she engages in talks with the Russian Foreign Minister about establishing a coalition to combat the group. This diplomatic effort, however, stirs tensions between Elizabeth and Henry, who is desperately trying to find a way to rescue Talia Petrov, the sick sister of Dmitri, from the clutches of the Russian authorities.
