Walter Rhodes, along with two accomplices, was implicated in the killing of two police officers. In exchange for a reduced sentence, Rhodes decides to testify against his co-defendants, ultimately serving 18 years. However, soon after his release, he breaches his parole and adamantly refuses to return to prison, setting the stage for a tense confrontation.
